Just to give you background, this is KH2:Final Mix+
Roxas is Sora's nobody (A person without a heart) created during the first KH. Roxas joins a thing called Organization XIII and meets his best friend, Axel. Now, nobodies don't have hearts, so they don't have emotions, feelings, etc. But through the games, Axel says things such as "Roxas made me feel like I had a heart" and "Nobody would miss you, Roxas!? I would miss you!"
So this scene takes place after Roxas became part of Sora again (A nobody can go back into their actual self) and after Axel does a suicide attack to save Sora. Axel did it "So I could see Roxas again. He made me feel... like I had a heart. He was the only one I liked. And it's weird... you make me feel the same" in his words. He says it feels the same because Roxas is in Sora. Then after Axel fades away, Roxas sheds a tear through Sora.
So this scene takes place after all that. Also, this tower they're at is where Roxas and Axel would hang after missions for Organization XIII and they eventually became the best friends. Axel says he soon won't be able to speak to Roxas again, because Roxas' memories are transferring to Sora.
If you understand the Kingdom Hearts series, this is THE saddest scene in the entire series, and in video game history.
